Early Settlers and Ranching Roots in Mammoth Lakes
Long before Mammoth Lakes became a world-class recreation hub, the area attracted the Summer and Wilderness Families—pioneers who sought refuge from city life in the beauty of the Eastern Sierra. These early adventurers built seasonal cabins and campsites, making the most of the region’s pristine landscapes. As time passed, ranching became a key part of the local economy. Ranchers, including the Arcularius family, moved their herds from the Owens Valley into the lush alpine meadows of Mammoth Lakes each summer. The areas high-altitude pastures provided an ideal grazing ground, and for decades, cattle ranching played an essential role in the region’s development.

A New Vision: The Birth of Snowcreek Resort
The next significant chapter began in 1977, when Tom Dempsey purchased 355 acres of land, laying the groundwork for Snowcreek Resort as we know it today. Dempsey envisioned a thoughtfully designed, year-round resort that would blend harmoniously with the natural beauty of the Sierra. His efforts aligned with those of Dave McCoy, the founder of Mammoth Mountain Ski Area. While McCoy focused on building a world-class ski destination, Dempsey worked to develop Mammoth Lakes itself—creating spaces for people to live, stay, and enjoy the surrounding wilderness. Together, their contributions helped transform Mammoth into a thriving mountain community.

  • 1977: Tom Dempsey purchased the 355-acre Snowcreek Resort property, marking the beginning of a new era for the area.
  • 1978/79: The 107 condominiums of Snowcreek I were built.
  • 1980: The first Snowcreek Master Plan was approved by Mono County (prior to the Town of Mammoth Lakes incorporation), outlining the vision for future development.
  • 1980/81: The 123 condominiums of Snowcreek II were built.
  • 1983/84: The 86 condominiums of Snowcreek III were built.
  • 1986/88: The 138 condominiums of Snowcreek IV were built.

  • 2010: The development agreement for Snowcreek VIII was established, envisioning:

o Up to 790 residential dwelling units
o 250 resort hotel rooms

o Up to 75,000 square feet of non-residential space
o An 18-hole golf course
o Extensive open space areas

On March 18th, the Planning Commission approved the latest extension for the Snowcreek VIII Development Agreement, marking another milestone in this land's long and complex history.

Key Terms of the 2025 Extension Agreement of the Snowcreek Development Agreement in Mammoth Lakes:

  • Extended Development Agreement: The development agreement will be extended for an additional 20 years (from 2025 to 2045), with an option for an additional 5-year extension (to 2050) if the existing 9-hole golf course remains continuously operated.
  • Permanent Recreation and Open Space Protection: The existing 9-hole golf course will be permanently preserved for recreation and open space use.
  • Interim Recreation Opportunities: The Developer is encouraged to work with the Town to create interim recreational uses for the 94-acre golf course expansion area.
  • Fire Safety Measures: The Developer is required to collaborate with the Mammoth Lakes Fire Protection District to construct fire breaks through the Snowcreek VIII site.
  • Affordable Housing Commitments: The agreement clarifies affordable housing requirements to support workforce housing needs.
  • Updated Fee Structure: Building permit fees and development impact fees (DIFs) will be reset to current rates and vested for the term of the extended agreement, subject to annual inflationary adjustments.

The proposed changes will now go before the Town Council for final approval. In a town spanning just four-square miles, this agreement plays a crucial role in shaping the future of our community. The extension of Snowcreek VIII ensures continued growth while balancing development with conservation, recreation, and fire safety measures.
